Contribution to UNDP Human Development Report 2025

A public-oriented article on ‘Worker’s agency in the digital age’—co-authored with colleagues from Utrecht—has just appeared as part of this year’s Human Development Report by the United Nations Development Programme. In our contribution, my co-authors and I develop a framework — CARE — for understanding how digitalisation affects worker agency, broken down into control, authorship, relationships, and epistemic agency. We argue that AI and digital tools threaten each of these dimensions in distinct ways, and propose policy guidelines centred on contestability, transparency, and worker participation.
